Maryland police stated that Phelps was swerving in a southbound lane on Interstate 395. He was clocked at 84mph in a 45mph zone. Authorities then arrested the 29-year-old athlete after he failed several field sobriety tests. Phelps confirmed his arrest, and issued an apology to his followers on Twitter saying he is “deeply sorry to everyone [he has] let down” and he “understands the severity of [his] actions.” This is the second time he has been charged with DUI.
